The Ghana-based Golar Tundra floating storage and regasification unit (FSRU) is unlikely to start operations until 2017, despite having been moored offshore for over three months, state-owned Volta River Authority planning director Kofi Ellis told the Informa LNGgc conference in London this week.
Failure by the Ghanaian government and other key decision makers to finalise and sign guarantees, rather than technical problems, had led to delays, he said.
