For decades, Mexico’s national oil and gas company, Petróleos Mexicanos (Pemex), served as the nation’s integrated energy supplier, responsible for exploration, production, marketing and, in the case of natural gas, pipeline transportation as well.
Walking a well-trodden path, Pemex followed the economics toward an oil-focused capital investment policy, and the domestic gas sector floundered as a result. In particular, Mexico’s electric generation became heavily dependent on fuel oil.
