COP27 ducks question of climate action ambition in favour of energy security

COP27 was billed by its Egyptian hosts as “the implementation COP,” the conference that would knuckle down to the hard work of putting the political decisions of the last five years into practice. But under the shadow of a grave energy crisis aggravated by Russia’s war in Ukraine and with recession looming, countries chose to use the Sharm el-Sheikh summit to reaffirm their commitment to the goals of the Paris Agreement, rather than make headway in cutting global emissions.
